Sir:-
I am directed by the Earl of Kimberley to trans-
mit to you herewith copy of a despatch from Her
Majesty's Minister in China enclosing copy of Sanita-
ry Regulations which, in view of the epidemic at
Hongkong, he has authorised Her Majesty's Consul
General at Shanghai to issue.
In laying this despatch before the Marquis of
Ripon, I am to request you to state, that with His
Lordship's concurrence Lord Kimberley proposes to
approve these Regulations, in view of the similar
steps which have already been authorized in Japan.
